Status of Regulations issued by the Plenum of the Supreme Court of the Russian Federation de jure and de facto

Legal nature of Regulations of the Plenum of the Supreme Court of the Russian Federation is determined by the Constitution of the Russian Federation and federal legislation (de jure) as well as by judicial practice (de facto). This article is focused on defending the hypothesis that despite the fact that the status of Regulations is not clearly defined in the legislation, in practice the Regulations are more then just recommendations, they are considered as quasi-legislative acts, judge-made law.
