Project “Enforcement of the European standards for people
with mental health problems in the framework of criminal
procedure and penitentiary”
In 2009 NGO “Sutyajnik” in cooperation with Ombudsman of Sverdlovsk Region is starting a new project “Enforcement of the European standards for people with mental health problems in the framework of criminal procedure and penitentiary” supported by the British Consulate-General.
The aim of the project is to strengthen human rights standards for people with mental health problems in Russian criminal judiciary and penitentiary system through application of positive experience of UK agencies and bodies.
Traditionally in Russia people with mental health problems are the most vulnerable and non-protected category of people. The situation is even worse in circumstances of criminal investigation, judiciary and penitentiary systems as they are not transparent, and human rights violations in many sphere occurs and seriously damage vulnerable people.
The project is devoted to the improvement of human rights situation in relation to people with mental health problem through providing officials and specialists dealing with them with special knowledge of European standards of human rights and skills of applying of standards. UK positive experience in this sphere includes successful methods of social adaptation of vulnerable people, co-operation of state bodies and NGOs and promotion of international human rights and bringing them into life.
